Creation of configuration package using Web Service

Can anyone tell me which web services should be used to create configuration package with 1 table included in package? I want to create package from postman.

One of the web service which I used is giving error in postaman as given below.

"BadRequest_MethodNotAllowed",
 "Entity does not support insert. "
The web service which I used is as below.
And also can anyone provide web service to create a table in that configuration with required fields in that table?
