I'm unable to figure out to resize the social pane or notes properties (length) field on the contact form. Can someone point me in the right direction. Its too long and users do not scroll down.

Mine doesn't quite look like that and I'm not sure what I'm doing incorrect. I'm in the Opportunity Form, trying to edit the middle section (social pane or pain?) :)

You can definitely decrease the size of the activities tab by opening the form editor and setting the property like below by selecting the section and clicking on properties , ref from 365 online :
