In Manual Journals' ;
Is there any way to add Project Expense category in the LIST View instead of "Project" tab & then Updating there ?

I cannot find a list view for project categories from UI. Alternatlively you can use Excel add-inn or Table browser to have a list view (SolutionURL/?mi=SysTableBrowser&TableName=projcategory&cmp=mal2&limitednav=true&lng=en-us)
I mean when I create a new JV & I want to Update Project Cost I should go to project tab & then I select the expense category which is time consuming job, so I ask if there is some way to get the exp. category in the list directly
When on the lines, you may add fields to the grid. But if the fields are not seen on the list offered by the system, it is not possible to add without development.

This field ,"Category", will be activated once you choose account type project (i.e. this is dependent on Project type trans). This field cannot be added to the journal lines via Personalization.
