How I can restrict Receiving quantity should not allow more than PO quantity While making Shipment.
is there any setup available for this?

Microsoft Professional Services offers this modification for $750. You just install a chunk file. It also allows you to set a tolerance for over-receipt of the PO quantity.
Contact your VAR if interested - they can help you purchase the mod.

i have checked the setup and didn't find that option, but using VBA you can easily customize it, just add that window and add two fields (QtyShipped & QtyOrdered) and do your validation.
