What is the purpose of the ON-ACCOUNT forecast interface and how is it used

Dear experts,

In the project management interface of D365, there is a form called /ON-ACCOUNT FORECASTS/. When this form is opened, it allows creating or deleting some records. However, I am not clear about its purpose and how to use the functionality of this form. Could any expert help clarify?
