Using a C# project in D365FO issue

Hello,
 
I am having a weird issue on my virtual environment.
I need to use a WSDL implementation in C# and use the reference in my D365FO screen.
However, I am obtaining this issue on my virtual environment upon compilation of the C# project:

I am using VS 2019 Professional and weirdly enough I can't seem to find or install any .NET framework.
It seems that there are only .NET standard 2.1 and .NET core 3.1 available.
Has anyone had this particular issue before?

    Hello,
    I have found the issue and fixed it.
    This default setup was missing in the NuGet Package Manager package source:
