Hello, we need to create an application in power apps that connects with Business Central.
We have 2 questions:
1.-Can we have an application that works offline? And how to do it.
2.- To connect to Business Central, what type of licensing is needed. If it is by application or by user. Or some kind of additional licensing.

Offline mode I would check this out for canvas apps:

Within the license guide you will come across this table:
Places Business Central in both categories where team member license holders are all clear for O365 based data connections. Whereas full business central licensed users are granted extra rights. If you have to use team members then you may need to opt for a per app plan: powerapps.microsoft.com/.../
