What is the Vendor Master (PM00200) field PRSPAYEE used for?

    Actually, I am working on exporting Vendor Data from an instance of GP to an Oracle Cloud. I came across that field and was just trying to make sure I don't need to supply values in the export file. The customer is not in Australia, so it looks like I can safely ignore it.

    Hi Michael

    I think Craig is correct. The Prescribed Payee (PRSPAYEE) checkbox field does not appear to be used anymore since Australia changed to GST in 2000.

    I checked the core source code in DYNAMICS.DIC and it is referenced in a couple of places, but not actually used for anything.

    So, it is probably safe to repurpose, if that is what you are looking for.

    Hi Michael,

    After seeing your question, it got my curiosity up as I too had wondered about this field in table PM00200, so I decided to investigate further to see what I could find out.

    As Lance has suggested, David Musgrave I'm sure would know the answer to this question since it is certainly related to Australia only, so we shall see if David concurs with my answer, should he read this.

    Here's what I found:

    The only GP18.05 table I could find that contains this field was PM00200 so that didn't help me much.

    I also searched through all stored procs and functions but there wasn't anything that gave me any indication of what this field may be used for.

    I did however have a sneaky suspicion that this field was somehow related to the Australian GST functionality that David Musgrave had developed whilst working at Microsoft. Part of the GST functionality for Australia is Withholding Tax which is described as follows in GP Help:

    "Withholding is a system of taxation used in Australia to pay tax for people who work and earn money under contract, such as providers of architectural services, building and construction companies, cleaning services, engineering services, and motor vehicle repair businesses."

    Once Creditor Withholding is activated via Company Options, a 'Withholding' button is enabled on the Creditor Maintenance window. This button opens the Creditor Withholding Options window.

    Unfortunately, there is no field on this window that I can tie to the PRSPAYEE (Prescribed Payee) field, which made me think that this field may possibly be an old field that is no longer used in Dynamics GP.

    After finding an old Great Plains Software Dynamics 4.0 Evaluation CD, and looking through the Payables Management pdf, I found the answer.

    PPS (Prescribed Payments System) was the taxation system that was used prior to the PAYG (Pay As You Go) taxation system in Australia. David must have rewritten this functionality in Dynamics GP accordingly.

    Here is a screenshot of the Great Plains Dynamics 4.0 "Vendor PPS Options" window which was subsequently replaced by the "Creditor Withholdings Options" window shown above.

    As you can see, there is a checkbox field called "Prescribed Payee", which must certainly be the field in question i.e., PRSPAYEE (Prescribed Payee) field in PM00200.

    Here is what the Great Plains Dynamics v4.0 manual had to say about PPS and Prescribed Payee:

    Prescribed Payment System (PPS): In Australia, a way of paying tax for people who work and earn money under contract, such as providers of architectural services, building and construction, cleaning, engineering services and motor vehicle repair. The company making the purchase is responsible for remitting the PPS tax to the government. Refer to the System Manager documentation for more information about how taxes are set up and used in Dynamics.

    Prescribed Payee: Indicates whether you’ll be reporting the PPS on behalf of the vendor. PPS is a method of tax used in Australia. This field is available only if you’ve selected Subject to PPS Deduction in the Vendor PPS Options window.

    So, to cut a long story short, the PRSPAYEE (Prescribed Payee) field is no longer used in later versions of Microsoft Dynamics GP.

    According to SDK:
    Prescribed Payee: Only used in Australia.

    David Musgrave could probably provide some color commentary if he were to stumble across this post.
