Business Portal 2010 5.1 SP3 - Falied Loading Packager Data Element (PD_EDD) for Install Feature (EDD)

We have an installation of Business Portal 5.1 SP3 (GP 2010) with no optional features. We use the Add/Remove Features option from the installer to add the Business Intelligence option and it's sub-features. The Add/Remove installation goes through several steps and then gives an error message that MbfPackager Failed Loading Packager Data (see attached). After dismissing the error, the install does complete and BP works. I found a comment somewhere that EDD was removed from the latest version of Business Portal and we don't plan to use it, but I would feel more comfortable with a clean installation. Any help is appreciated.
