No need for Customization Manager. That change and others are included in the 2015 Year-end Update.
Do you need to have Customization Manager installed to add FATCA checkbox to Vendor Maintenance?
SL 2011 SP1 does not appear to be a supported version for the 2015 YE Updates. In order to apply the updates, you would need to upgrade to one of the supported versions, SL 2011 FP1 being the lowest version supported.
Do not attempt to apply SL 2011 SP2 updates to your installation. If it even allows it, you would most likely receive errors when attempting to open any of the updated screens that are part of the update.
Is there a year end update for SL 2011 SP 1? Do I use the SP 2 download?

I downloaded it on the 21st when I added the response using the Partner Source version. Are you using the Partner or the Customer Source version?
Possible causes/resolutions: clearing browser cache, using (In)Private Mode, or just wait for Microsoft website to work.

2015 government reporting requirements for W-2 Forms, W-3 Form and Electronic Filing.
2015 government reporting requirements for 1099 Forms and Electronic Filing
Quarterly Tax Updates are also scheduled to release the week of 12/21/2015
Versions 2011 FP1, SP2, & SP3 and 2015 & CU1
