The number of defined parameters is not equal to the number of cell definitions in the parameter panel

We upgraded from AX 2012 R2 to D365, I am getting the below error on SSRS report whenever adding new parameter on the report. I found some difficult workaround like create new design and copy paste the content, but need to understand why we are facing this issue. I am using VS 2017. Any idea?

Error message:

An error occurred while deploying the report TestReport.PrecisionDesign1, TestExtension.
This might be because the SQL Server Reporting Services has not been installed, or is not configured correctly.
