The option is enabled in the Returns Management Options window, however, when you hit the VOID button in the RMA Entry window, the following msg appears -- you may not void an RMA. There's already an RMA receipt for this entry - not sure if that makes a difference.

I don't believe you can void an RMA that has a receipt against it. That would fly in the face of good business logic. Can you try scrapping the receipt and then voiding the RMA?
