I want to know in Sale process 'Create Order ' button on Quote, sometime its shows and sometime its hide, is there an reason for this

Maybe one of the display rule or enable rule conditions of that button is not met.

If you want to know in general then it get visible when you activate a quote i.e. quote status 'Active' else it is hidden.
If you are experiencing any issue i.e. it is not visible for active quotes then it could be related to this-
