SQL 2016 Core licensing and change # of processors

Hi all,

I know that SQL 2016 Core licensing is 2 cores per license. My server has 4 cores and I just want to buy 1x 2 cores license. My question is if I can just change the SQL server properties -> processors -> select 2 cores instead of 4 (please see the screenshot).

I also was being told that I can use VM to install Windows server with only 2 cores out of 4.

If I can use the first method, I don't have to deal with VM and reinstall Windows.
