GP Manufacturing Inventory not being removed at base unit of measure

One of the BOM items is Wire which has a base unit of measure of pounds, but is on the BOM with a unit of measure of Inches.

The Picklist and Quick MO show Inches which is correct. When the MO is closed the inventory adjustment removes pounds which is correct but the quantity is that of inches.

For example there is 142,114.5 inches of wire used with a conversion factor of .003 on the unit of measure schedule  426 LBS should be consumed instead 142,114 pounds are consumed

    looking deeper the inventory transaction has a unit of measure of pounds but the quantity is feet.

    the unit of measure schedule looks good and works for purchasing and inventory but not for the manufacturing transactions.
