If a user is assigned Sales Enterprise are they licensed to also make changes (as an admin) to the Service Management area?
I would assign a Sales Enterprise and Customer Service Enterprise but that doesn’t seem an allowed configuration.

The Service Management you mentioned is area in customer Service Hub, just like following screenshot:
The service management can be customized by admin, Sales Enterprise and Customer Service Enterprise don't have enough privilege to customize it.
so you need copy System Administrator role to create another new security role, then remove or modify privilege of the new security role privilege of the new security role.
Then assign the new security role to the user that you want to test.
