I have set PMA - Line properties and Project/group line properties on AX2012 R2 CU7
The issue is I don't want user to amend the line properties when they are preparing their timesheet. on AOT, TSTimesheetEntry form, DataSource, I have set the "linepropertyID"'s property - "allow edit" to "No", but still doesn't work

It’s because field is being enabled disabled based on conditions inside form. You need to override permissions for the specific field for specific Role.
