Please explain in which report you are having the issue, is it standard report ? as others suggested it is available by default.

The preview button is already there in report Are you talking about print layout ?
The preview button already exists when you execute a report in which "Processing Only" property is No(Default value). Are you saying that you want to add an action button in report? If yes, I do not think that is possible.
