I have customize the B.P.F in dev instance and change it's ownership to Me.
when i am importing managed solution in the preprod instance it's becoming Draft state.
one more B.P.F already exists in the Preprod for the Same entity which is active and it's getting displayed by default there.

It usually happens - if you are referring some reference data(record) in your business process flow. As the guids of these records are not same across the environments - it will go draft status.
