I'm just guessing - your original question is truncated. The lookup window that is presented is controlled from:
Tools >> Setup >> System >> Alternate/Modified Forms and Reports
After selecting an ID or creating a new one to test with, select Smartlist as the Product and Windows as the type. Then select a series, Inventory, for this example and the select the Window, Items, and you will see two radio buttons - Microsoft Dynamics GP and Smartlist. Dynamics GP is the "old" view of lists (search only) and Smartlist is the "new" one.
I think this is what you're asking...

for example - looking up an employee or a vendor. some users do have the lookup window that has the find by field - there is only a search.

I am not 100% sure what you are trying to do here. Could you be more specific?
