The July 2017 or v.9 online aren't upgradeable yet? The newer instances come online in version 9.0 but I can't upgrade previous versions making the migration path difficult.

The problem we have is that I couldn't find a way to migrate my D365 8.X solution to a solution in v9 without creating a managed solution (not ideal) to continue our development cylce taking advantage of the new interface and options. Our first go live will be in this newer version at the end of this quarter.

Microsoft has not made upgrades available yet for D365 to v9.
You can create a new sandbox in v9, just not upgrade an existing environment to that version.
I have not seen any actual planned date, but can only estimate that it will be in this quarter, as usually they will make it available for upgrade before a new release comes out.
Just keep checking back, or until an official announcement is made.
