All of the pricing/licensing that I've found to date mentions # of marketing contacts. However, when I navigate to the Quota Limits in the tool itself, I see that Marketing Email Messages purchased is 21,000. To me, this means that you are capped at the number of emails you send - 21,000.
1. Is 21,000 per year or per month?
2. What happens if a client needs more than this?
You would need to purchase additional marketing contacts, here is the pricing site for United States:
Hi Clofly, I think I found the answer in the first link you sent: "Your email quota is equal to ten times your marketing contacts quota." Which means if you need more emails, you need to increase the number of marketing contacts. Thanks!

For question 1:
Dynamics 365 (also for Dynamics 365 for Marketing) is a subscription service that is billed monthly, and your email quota is equal to ten times your marketing contacts quota.

For question 2:
You can only reduce your purchased contact quota on contract renewal date.(I only found how to reduce quota from official doc, you could take link below as reference for looking how to add more Marketing Contacts, but Link1 said "You can always upgrade your subscription if you need higher quotas")
