I noticed a similar issue a few days ago and submitted a ticket. MS replied that should be fixed with the June update (EMEA is June 19) but haven't had time to check. Are you on the latest update?

I put the # and then remove it, since putting this sign does not redirect to the url.
What I have noticed is that when I insert a url either with the wizard or manually I have to save, close the record, (because at this point the link field is shown in left blank), I reopen the record and I find value on the field

Did you insert URL by assist-edit tool?(a social link in dynamic expression format.)
It might be caused by update request is still in pending status.
You could wait for 2 to 3 seconds and then click 'Save' button again to check whether email template body has been actually updated.
I encountered your issue an hour ago(10:00 AM my local time), but now it seems that the issue got fixed.
(But now I found another issue: the URL will still be kept even if I clear the value and save for multiple times, I solved it by setting Link property to "#")
