While I know there is address validation with Dynamics 365, I do not see anywhere where the County is identified. Is there such a thing?

You can enable "Address Suggestion" feature for the suggestions.

Is there an auto-populate County function or add-on

Upon entering the address and allowing Dynamics 365 to assign the address using the "address suggestions" function (which includes the full address including Street, City, State, Zip and Country.) I need to also automatically identify County based on the address. Keeping in mind in the USA, there is not a 1-to-1 City/County relationship.
