I don't think that you can purchase AdxStudio licenses anymore. Read the support article below:

If you are on CRM Online you can purchase the Microsoft Portals.
Microsoft also made a one time provision of CRM Portals for On-Premise customers, but they will not provide support for it. You can get support from partners if you need. See link below:
