Looking at the list of updates that have been released for CRM2015 (https://buildnumbers.wordpress.com/crm) , I can see two releases that may contain the latest Outlook client:
1) CRM 2015 Update 0.3
-Released August 21, 2017
-Outlook client v7.0.3.0109
2) CRM 2015 Update 1.2 (Client & router only)
-Released July 18, 2016
-Outlook client v7.1.2.1032
Even though the 0.3 update was released last year in 2017, it contains a lower version number for the Outlook client than the one released in 2016. Any idea which is the latest version we should be installing?

update 1.2 was targeted for online release and update 0.3 was targeted for onprem release. Also it enlists the fixes done for both release.
Which configuration do you have? online or onprem, depending on that you may download.

The reason for this thread is because it is not clear. If you cannot help with the original question, which I'm starting to think you may not have read, then please top spamming this thread.
I'm looking for official clarification why the most recent release of the Outlook client (from v0.3 update) has a version number earlier that the 2016 release (from v1.2 update).
If this cannot be definitely answered then we'll end up using the one from the recent 0.3 release as Adrian suggested.

Yes, the main components of those releases (1.1, 1.2) were for online only, however, the Outlook & Router components were also targeted for On-premise.
From the release notes of one of those versions - "Update 1.2 is not available for on-premises server installations. However, we recommend that you install Update 1.2 on top of Microsoft Dynamics CRM 2015 for Microsoft Office Outlook and the Microsoft Dynamics CRM 2015 E-mail Router."

v7.0.3.0109 CRM released for on-premise version . Because 7.1 was a CRM Online-only release for Server. No 7.1.x Server packages were ever released for On-premise customers.

Update 0.3 for Microsoft Dynamics CRM 2015 is the latest cumulative update rollup for Microsoft Dynamics CRM 2015. I recommend going with this update.
