Merge Cases option not appearing when selecting multiple cases

We are trying to merge a number of cases together but the option to merge the cases does not appear on the command bar (Merge Cases option). Could this be related to a setting or permission issue? Thank you!

Please check Merge case button is hidden in the Ribbon workbench if any customisation on that.
