Can a portal user be assigned to a team in dynmaics 365

    If you mean by a portal user someone who logged in into the portal then he is a contact and can't be added to a team. A team is a group of CRM user not portal contacts. If you want to group portal users together, you may need to create a custom entity that behaves as a "Contacts Team"

    Portal user is belongs to contact, not able to assign to team.
