How to have new account owner re-assign opportunities

My issue is below:

Account A1' has 2 opportunities O1 and O2 belonging to user 'Z'

Now, I change the owner of the Account  A1  to user 'X' . I have Cascade Assign set to cascade None on Account - Opportunity relationship  as I don't want O1 and O2 to be assigned to the new account owner 'X'

However, now the new account owner 'X' for A1 cannot re-assign O1 and O2. He can still re-assign any new opportunities post his becoming the owner for Account A1.

How can I make the new account owner 'X' able to re-assign O1 and O2 [Opportunity Write is at User level and so is Assign]

    Cascade assign does not have anything to do with the access team - you would need to add new owner to the opportunity access team if you went that way.. but yes, if you can change the security roles as Wayne suggested, that would be the simplest solution

    Thanks..there is already access team but as I said cascade assign is se to cascade none as child opportunities should not be re-assigned when owner changes

    You can also share those opportunities with the new account owner through a workflow in order to grant the new owner "assign" permissions (which may be easier to say than to do - you'll need a custom workflow activity for that). However, in that case new owner will have to get "write" permission as well..

    (instead of sharing, you might also use an access team.. which is just another form of sharing)

    You need to make Assign to Business Unit at least to allow reassign of Opps someone else owns.  And that assumes they're in the same BU.  

    If that isn't going to work for you, you'll need some kind of custom plugin written.
