On Reply email with unresolved email address, clicking in and out of the "To" field duplicates email address

Has anyone had this issue? It is only happening in one of our test environments, but I can't work out what the difference is, I have disabled all javascript on the email form. To replicate:

- Go into email queues

- Open an item that has an unresolved email address

- Click in the "To" field

- Click outside the "To" field (you may need to click outside twice) to deselect this field

- Email is then added to the start of the field again. This happens every time I click in and out of the "To" field.

I notice that when I click in the "To" field, it acts like its pure text, as though it doesn't detect that its an email address (normally when you click in the field you can not edit the email address - even an unresolved one - you can only delete it or add another).
