I've done all the steps to install and setup security for PSTL. Most all of the menu items are showing up EXCEPT Vendor Modifier and Customer Modifier. Vendor Name Modifier and Customer Name Modifier show up, but I don't need those. I've tried Rebuild Procs and I'm logged in as 'sa'. How can I get all the options to show up?

In Dynamics GP 2013 SP2, the vendor and customer combiner has been moved into the core code, which means that you do not need to open the PSTL in order to access them, they can be reached on the link provided above by Tom.
I personally hope they all move into the core code rather than being isolated apart in PSTL window,
