This toggle is greyed out. Can someone explain why its greyed out and how to make it active?
Where is it grayed out ?
I believe the toggle is in the commerce module on a customer page
found an article that I believe says where the toggle is, as follows

Click Retail > Common > Retail channels > Retail stores.
On the Retail stores list page, open the store to modify.
In the Stores form, on the General FastTab, under Sales tax, select the Prices include sales tax check box if product prices in the store include taxes. Clear the check box if product prices in the store do not include taxes.
