Incident type services not showing on Work order

I have defined an incident type with relevant services to it. When I assign the incident to the work order the services are not showing. Other templated sections such as characterstics do, but not services. ** Edit ** Also noticed products are not synchronising either...

Any idea on the steps to debug?

Resolved - it was a sandbox environment and background processing was disabled:
