Hi Kim,
As Ludwig already mentioned, try and setup generic PO workflow and add your current PO line workflow as subworkflow in it.
Also check if supplier account you raised PO against have "Active change Management" enabled under "Purchase order defaults" tab.
Make sure workflow batch jobs are configured and running.

Don't you need a PO workflow that has an activity triggering the line workflow?
Can you please try setting up a 'general' PO workflow with the action 'purchase order line workflow' and thereby link both together.
Once you have also this workflow setup, test again.

Thank you for your response. I just checked the box you indicated. Then created a new PO; the Submit button is still not showing.

Did you check the field "Activate change management" Under Procurement and Sourcing parameters?
