Upgrade from v14 (customized) to v25 error

Hello,
I'm currently working on upgrading our old on-premises databases from v13 (customized) to v25, following the  MS cookbook and using a valid partner BC license.
I successfully completed the first migration step from v13 to v14. However, during the second step -upgrading from v14 to v25- I encountered an error in Task 13 (Publish final extensions). The error occurs during synchronization of the second version of the table migration extension (-Name "baseapptablesonly" -Version 1.0.2.0):



Interestingly, I had already completed one full end-to-end migration (v13 to v25) without any issues. But when I repeated the process using a newer backup (with only data changes, no structural or extension changes), this error occurred.
I have verified that the extension ("baseapptablesonly" -Version 1.0.2.0) exists using the Unpublish command.
The event log shows these details :

Has anyone experienced a similar issue, or does anyone know what might be causing this synchronization error?

    The last time I saw someone run into this issue it was a license format issue, you can rule that out first.

    I'm actually using a valid partner .BCLicense not an .flf license.

    And I did check the compatibility matrix, for this upgarde I took the latest version of BC14 which is compatible with BC25.

    Hii there,
    as per requirement you deployed the updated version ? else try to deploy extension with version up then try again the process.
    also you can check the process as per saurav suggested  attached link for your reference.
