Add "AND" Constrains Filter SCHEDULE BOARD

I am struggling to understand how customize the schedule board in order to add an "and" filter. In the default settings the only "and" filter is that on Characteristics, i.e. the resources must have all the Characteristics selected, see next picture.

All the others default filters are "or" constrains, i.e. the resources must have one of the constrains selected. As you can see in the next picture the retrieved resource has only one of the constrains.

I've been looking through the web a lot but no one takes into account this scenario even if it seems to me to be a relevant case.
Do you have some suggestions?

Can you explain what you are trying to do? I'm read it a few times, but am struggling to understand the customization you want to make.
