Request for the permission of type 'System.Net.WebPermission, System, Version=4.0.0.0, Culture=neutral, PublicKeyToken=b77a5c561934e089' failed.

When requesting an API service from a webservice using a plugin the system gives Request for the permission of type 'System.Net.WebPermission, System, Version=4.0.0.0, Culture=neutral, PublicKeyToken=b77a5c561934e089' failed. knowing that I don't have the plugin registered as sandbox i have it registered as none and i have my server .net trust level set to full and i am not using the IP address in the API hit i am using the webserver name.
