To make this point clear, those folders represent Dynamics GP Modules. In this essence, each of the folders includes all the smart list reports associated with a certain series. Such as Financial, Inventory, Purchasing, Payroll ... etc.
Through smart list builder, creating a new smart list without assigning it to a new folder, will create a new folder for "Unclassified Smart List Reports". Only one unclassified folder will be added to the pre-defined folders to contain any further unclassified smart list reports.
The bottom line, those are not to be managed, rather module container for associated reports.
As for "child" reports or sub-folders, each new smart list will create a new folder to be associated with a parent folder "which is the original module/series"
