Delete only Inactive records

Hello, 
 
We removed the ability to delete records for all users in a custom solution. But we want some certain users to have that ability to delete only inactive records but will not be able to delete active records.
 
What is the best approach to this?
 
I will appreciate your help on this. Thank you.

    Follow this approach:
    1. Create a security role and provide the delete privilege for that specific table
    2. Create an owner team and assign above created security role to this team
    3. Create a synchronous workflow as follows. (you may add additional conditions if required)
     
    This will allow users to delete only inactive records
