Should the App Designer work by default in Dynamics 365 On-Prem version 8.2?
Or is there a step in the deployment process that must be complete to enable new apps to be created?

I don't think this requires Claims or IFD, atleast the MS document doesn't has that as a requirement so it should work without that. I don't have On premise environment so cn't confirm but even in Online, the default app doesnt come up under Solution >> APPs.

I am the System Admin and getting the error.
Would this have anything to do with Claims based Authentication or enabling IFD? This is a new environment and they haven't yet enabled IFD.
I also noticed that in the Default Solution there are no apps listed under Apps. Should the default 'Dynamics 365 - custom' app be listed here?

You don't need to install anything and the APP comes by default. This could be related to security role. Try with system admin and see if this works.

Ok, basic things first. Are you a System Admin? Is this happening with every system admin login?
Can you check event viewer or trace for more log details?
