You have to connect with your Microsoft Partner that have the authorization to buy from Microsoft on behalf of you.
Microsoft Dynamics NAV licenses can be purchased by contacting a Microsoft partner that has authorization to sell NAV. Contact your local Microsoft quarter or check for NAV partners in your location. You cannot buy by yourself.
