Is there a Customer Vendor Relationship within Dynamics 365 Business Central like the one in Dynamics GP?
Customer Vendor Relationship is able to transfer the balance for a customer account to the related vendor account or from the vendor account to the related customer account.

No, such transfer is not possible with out-of-the-box functions.
To do such transfer in Business Central, you would have to create a Cash Receipt Journal (to balance the outstanding account) and a Payment Journal to provide the necessary funds.
