Apparently you're using the Analytical Accounting module (aaDistributionJournal Sub-Legder).. I don't have that installed, so can't point you the proper security Task & Role that would be concerned.
You can download and install the GP PowerTools & try it out for free 30 days with a trial key.
The Security Profiler will tell your right away what resource is required to assign to which role & task to that this user being able to run the report properly.

whats the exact error?
Is it a windows error ot a GP error?
what version of windows?
