Tax Commodity Code not printing on invoice

Tax commodity code is not printing on invoice if ITEM is not lot or serial tracked.???

Can anyone help?

We need this to work for the new trade deal to ship to the US

    I fixed it...moved the fields to the Item Header and Item Line

    Works now :)
