Unable to create a new production company

Everytime is try and create a new production company i receive the error "You do not have permissions to create a new company. Contact your system administrator."

User groups;

-D365 BUS FULL ACCESS

-D365 BUS PREMIUM

active

SUPER & SECURITY user permission sets also active.....

yes, logged in last week to create a new company and it just wont work, all the permissions are assigned to the evaluation company and cant be changed to unspecified as "dont have permission"
