I would like if it is possible de get a backup from tier2 sandbox Test to a tier 1 sandbox Dev (both managed by LCS)
if Yes how ?

Yes. The process is exactly the same than in your other question about moving data to a local development environment.

I get all the transactional data with it because it is a baccap not a backup ?
Yes, .bacpac is just a different format. Contents of the backup is completely separate from the file format.
