Budget transfer workflow between same departmenrt

Dear All,
 
I have department as financial dimension in budget dimension.
As per requirement:
  1. If budget transfer is in between same department, budget manager approval should be only once.
  2. If budget transfer is from different department there should be approval from both department budget manager.
Note: Budget manager approval is assigned from budget control configuration.
