Does anyone know why rejected time card emails would be sent to users, but time card approval emails would not be sent to users? Is there a setup function within Time and Expense that I am missing?

After switching to "mail only", the messages for that user will get inserted into the table, then the trigger will email them out and immediately delete the records from the table. So the only way to know for sure now is to check with the approver to see if they start getting emails.
There are no timecard approval emails in the table. Only timecard rejection emails. Does this mean there is another issue?
So select one employee, then if it DOES work, delete the pjcommun record for any other employee that doesn't work.
Pjcommun records are pretty safe to delete. Usually it's just a bunch of ancient communicator messages
Backups are aleays a good idea.
You could try just deleting the records for the one resource to see if that would work before deleting all the records from the table.

They are using the SQL Mail_Message Trigger.
Should I take a complete backup of DB before deleting PJCOMMUN table?
I will switch them to "mail only" as well.

Try clearing out the existing communicator messages for the IT Lead, either by deleteing them from the PJCOMMUN table in SQL, or using the "view mesages" screen in the communicator module. Once that is done, see if they get an email on the next timecard that is submitted. They may also want to consider switching from Both to Mail Only.
The reason is that sometimes instead of inserting a new message, SL will only update an existing communciator message. If you are using the SQL Mail_Message trigger to send the emails, that will only fire on INSERT and not UPDATES. So by clearing out the existing messages, and by switching to "mail only", it will always only insert new ones insteaed of updating existing messages.

My issue is your first question above. An employee completes their timecard and submits to the mgr (IT Lead) for approval and the email does not go out to the mgr.
In T&E setup, Approval setup, our client uses IT Lead as their Default Timecard Approver and they have the Enable manual selection of Timecard Approver boxed checked. They do not have the Line Item Review - Enable PM Review of Time and Expense Line Items Box checked.
I made sure the IT Lead in this case has Both selected for Send Email To.

Are you saying that when an employee completes their timecard and submits it to the manager for approval, that the email is not going out? If so, check the Approval Setup tab of the Time and Expense Setup screen to see who the default timecard approver is. Then look that employee up in employee and resource maintenance to see if they are set to "mail, both, or communicator only".
Or are you saying that once the manager approves the timecard, the employee doesn't get an email saying "your timecard is now approved"? I don't believe there is such an alert by default. The appendix in the Communicator user guide lists out all the default email events.
