We have an Azure pipeline deployment with our D365 environments. It appears that even though our solution that gets deployed contains the sitemap in the app in the "Model-Driven Apps" of the solution, multiple environments are not getting the *selected* views updated. The views are actually available to select, but aren't selected. In other environments, they are selected. What would be causing this, and how could we resolve?

A solution is a file that you can import in to an environment as an app or to apply a set of customizations to an existing app. If you need to deploy a solution on multiple environments, you need to perform a separate import operation for each environment to make it work.
Since your description is a bit difficult for me to understand, would you please provide some screenshots to illustrate your issue?
