Automation/Power User Methods of email router publication

In our organisation when a new administrator is added to the CRM 2011 system, the Email router must be loaded and published.

We would like to hand over the function to our helpdesk but do not want to provide them with full server access.

Is there a way this process can be scripted or otherwise accessible?
